Fauzi Hamdan Amad


Numerary Member of the Academia Mexicana de Jurisprudencia y Legislación (Mexican Academy of Jurisprudence and Legislation) where he holds site number 15. He has primarily focused on the Constitutional and Administrative law fields, which have oriented his academic, professional and legislative activities. This has in turn produced a series of legal and academic publications specialized in such law areas and on the constitutional and legal amendments thereto.

Graduated from Escuela Libre de Derecho and admitted to bar in 1969 with special mention, Mr. Fauzi Hamdan Amad has continuously specialized in Constitutional, Administrative, Taxation and Mercantile law.

He currently holds the position of Dean of Escuela Libre de Derecho, where he has also been Professor during 41 years (1970-2011), 39 years out of which he has taught Administrative Law (uninterruptedly since 1972). Also, from 1970 to 1972, he taught Economy at the same school of law. Moreover, he has delivered multiple lectures and has been Professor of postgraduate studies at several institutions. Mr. Hamdan is also Professor of the Master program in Constitutional and Administrative law at the Universidad Panamericana (Panamerican University), Guadalajara campus. Furthermore, he has taught Logics, Ethics, Spanish Literature and History of the Education in Mexico at Universidad Motolinía Científica (Motolinia Scientific University) of Irapuato, Guanajuato, Mexico.

Mr. Hamdan is Director and Senior Founder Partner of law firm Hamdan, Manzanero y Asociados, S. C. His contributions to the Mexican legal system derive from his academic expertise and acute research skills, which in turn produced a wide array of legislative proposals and initiatives when he performed as member of the Mexican Congress holding the following posts: Federal Congressman during the LV and LVII Legislatures (1991-1994 and 1997-2000), Senator of the Mexican Republic from 2000 to 2006 – during this legislature, he also performed as President of the Comisión de Hacienda y Crédito Público (Commission of the Treasury) and President of the Comisión de Vigilancia de la Contaduría Mayor de Hacienda (Surveillance Commission of the Auditing Body of the Ministry of the Treasury), and member of the Commissions of Legislation, Jurisdiction and Justice. At local level, he was Congressman of the III Legislature at the Local Congress of Mexico, Federal District (1994-1997).

His academic background at Escuela Libre de Derecho and other institutions has yielded one of his books: “Juridical Essays on Constitutional and Administrative Law” (Porrúa Editors, 2008). In this book, Mr. Hamdan compiles 25 academic essays – 12 of them on Constitutional law and the rest on Administrative law –, that he wrote during three decades of research, most of them for the Juridical Research Journal of Escuela Libre de Derecho.

From his experience as member of the Senate, Mr. Hamdan wrote the book “Polygraphy of Political, Economic and Social Issues” where he assembles 104 articles written during the first four years of his task as Senator (2000-2003).

He has also intensively participated in the juridical journals and publications of Escuela Libre de Derecho; likewise, from the creation of the Juridical Research Journal of such law school, he has been one of its most active and enthusiastic collaborators, and member of the Editorial Council. He has also written for the juridical journal of the students of Escuela Libre de Derecho (Law Topics – Pandecta), and for several commemorative books on the occasion of different anniversaries of his alma máter. For the time being, his book on Commercial Insolvency Proceedings is pending to be published.
